does the sentence
'As many people consume caffeine as consume any of the other addictive psychoactive substances'

mean that

no of people consuming caffeine > = no of ppl consuming other psycho substances ( excuse d pun ;) )

?

i was very confused with the use of this idiom 'as many as x as y'
