Usage of "one" in Erin's flashcard

Hi,
I recently downloaded Erin's flashcards and found that Usage of "One" is different from the regular usage.

Erin's flashcards :::

One of the + PLURAL NOUN + that/who + SINGULAR VERB

I think the correct usage is One of the + PLURAL NOUN + that/who + PLURAL VERB
E.g - He is one of our employees who are always alert.

Thoughts ??????

There are these rules to be followed:

1. One of the Xs that/who <plural>
2. One of the Xs <singular>
3. only One of the Xs that/who <singular>
4. only One of the Xs that/who <singular>

Actually the above list of rules have been modified a bit recently(after a post of Ron)

...the correct ones are like:

1. One of the Xs that/who <plural>
2. One of the Xs <singular>
3. only One of the Xs <singular>
4. only One of the Xs that/who <plural>
5. "the" only One of the Xs that/who <singular>

So the above question too follows one of the above rules...Please post back still if any query....

"Native of" is used for a individual while "Native to" is used for a large group
