In SPEECH,
if + subject + would can serve to indicate WILLINGNESS or PREFERENCE:
Case 1:
If you would help me...
Meaning: If you were WILLING to help me...
Case 2:
If you would like an apple...
Meaning: If you PREFER/WANT an apple...
Neither usage is warranted here.
The likelihood that either usage will be tested on the GMAT is about 0.
For this reason, eliminate any answer choice with
if + subject + would.
The OA here employs ELLIPSIS -- the omission of words whose presence is understood -- to convey the following meaning:
The soldiers were as soaked as [they WOULD HAVE BEEN SOAKED] if they HAD WALKED through a rainstorm.
The words in brackets are omitted, but their presence is understood.
