Parallelism and Verb

A new book on the impact of church ministry reveals positive effects of global outreach activities including improvement in the standard of living, greater availability of food, digging deep water wells, and the decline in child mortality rates.

a) digging deep water wells
b) The digging deep water wells.

Please let me know which one is correct.

In the digging deep water wells, the word "digging" modifies "deep water wells." This suggests that the wells are actually digging. Since wells are incapable of digging, (a) is the better answer.

By any chance, did you miss an "of" in b:

b) The digging of deep water wells.

Yeah, even I was looking for an "of" to make it a complex gerund.
