Replying as I was PMed.

Well here,

concern = the bank's loans will help foreign producers compete with American businesses.

To join these two we need to use conjunction "that". Also, what "that" is modifying needs to precede it.

So this leaves us with only A, C and E. We can strike out A because you can cite something "as" something..
Also A has "being", which is inappropriately used.

this leaves us with C and E. E is non-sensical in what its trying to say.
In simple sentence, the legislators are citing a concern as an obstacle to congressional passage. E is distorting the meaning by the use of words and the pronoun "it".

leaves us with C.. that is our best option.

why being is wordy?

cite as an.. is the proper usage rather than cite an obstacle.

"being" changes the meaning in that it makes congressional passage as the concern.. whereas the concern is the second clause related to bank loans. also being is too wordy.
