The council argued that the unnecessary use of private vehicles by citizens has caused a fair share of the city's pollution

Answer - Option B
Why is A not a right option?

Can you cause FAIR SHARE? nope. So it eliminates A and C.
D. The cause is .........the unnecessary use of....=> Not good.
E. Unnecessary use --------is the cause==> Not good.

Answer: B

My explanation is a bit different to gmat_boss.

"The council argued" - this is reported speech with verb in past tense. So verbs in That clause cannot be present. - eliminate A, D, E.

Seeing "by" means there is higher chance of passive voice. So I prefer B to C.[/quote]
