According to a panel of health officials, there has been a great deal of confusion in the medical profession about whether obesity is a biological disorder posing serious health risks or a condition more related to appearance than to health.

IMO A

You can eliminate B, and E as those answers make illogical comparison, namely, comparing ' a condition related to appearance than health'

C introduces a parallelism error - 'it is a condition' which is not parallel with 'obesity is a biological disorder'
D introduces a conditional statement - 'if it is a biological disorder'

Approach:

try to speak words in this way

Confusion Over ---> may be

Confusion About ---> may be

Confusion with ---> clearly sounds awkward (drop B)

Confusion concerning ---> clearly sounds awkward (drop E)

Now in GMAT, u almost always prefer WHETHER over IF (if u are not sure when whether should be used and when if should be used) --> Drop D

Whether X or Y is the correct idiom, just like either X or Y

so drop Op C and hence Op A is the answer.
