Hi himu,

This SC comes down to a couple of straight-forward grammar rules:

1) Verbs: The subject "new rules" is plural, so it requires the plural verb "have". Eliminate A and D.

2) Parallelism: The 2 item "list" begins has a phrase that we can't change - "penalties for", so we need the parallel word "rewards for". Eliminate B and D.

Final Answer: E

So sharing candy at school would be encouraged under the new rules? And exactly how would that sharing become opportunistic?

Sounds like a pretty bizarro school. ;)
