What would take the precedence in the following sentence ?

A cookie can be a record of your site, including information such as your username, password and ip address.

Meaning #1 - site includes username, password...etc. -non-sense
Meaning #2 - verb meaning of "include" - i.e. the word "including" is modifying the idea that cookie records a lot of information by including X, Y and Z.

Meaning 2 is better. Meaning 1 would be true if you had 'which' immediately after the comma.

better yet, you basically just shouldn't worry about this sentence, because it doesn't make sense to begin with.
for this sentence to be logical, it needs to be worded differently, e.g., your visit to a website or your personal data. the current wording is nonsense, so there's no point in trying to assign modifiers and so on.
