Usage of consider to?

Is "consider to",in active voice and "consider X as Y" wrong in GMAT?
"consider to" in passive voice however is accepted.
Anyone knows why?

I have read some where that the Idiom usage is as below :

The right usage of Consider is "Consider X Y " instead of "Consider X as Y"

I think it os not related to active passive.

Consider X Y is correct idiom.
and

consider X to be Y
consider X as Y
are both incorrect.


Can you please paste specific sentence where consider to is right?
