The spraying of pesticides can be carefully planned, but accidents, weather conditions that could not be foreseen, and pilot errors often cause much larger deposits of spray than they had anticipated.

(A) weather conditions that could not be foreseen, and pilot errors often cause much larger deposits of spray than they had
(B) weather conditions that cannot be foreseen, and pilot errors often cause much larger deposits of spray than
(C) unforeseeable weather conditions, and pilot errors are the cause of much larger deposits of spray than they had
(D) weather conditions that are not foreseeable, and pilot errors often cause much larger deposits of spray than
(E) unforeseeable weather conditions, and pilot errors often cause much larger deposits of spray than they had

"that THEY had anticipated" - THEY is a pronoun both confusing and unnecessary. So the options A, C, and E all are eliminated because of that error in the original sentence.

B is better than D because "weather conditions that cannot be foreseen" is closer to author's original intent than "weather conditions that are not foreseeable".

So B is the right answer.

Want to know if ... that are not foreseeable .. is wrong in GMAT?

OA is B.

There is not need for "had". Prediction happened before the planning. The sequence is clear.

experts, member, pls, comment on my following thinking

B is correct because in A, the original which determin the meaing, " can not been forseen" is used. The original determine the meaning, this point making the choice D wrong.
we have to keep the meaning close to the meaning of the origina. In og book, there is a question in which a choice change the meaning of the original from "may", a non-fact, to a fact.
