I will go for E.

The sentence read like;

A comunity, in which 49 percent of them have household incomes below the poverty level.

brijesh,

Ans option E is incorrect as the pronoun 'them' lacks an antecedant. My confusion pertains to which vs where. why should one be used over another in this sentence (option C vs D).

I will go with C.

C is correct because it completely avoids pronoun ambiguity and it correctly uses "where" because the sentence talks about a place.
