I would normally pick C because "if" introduces a condition. If televisions do X, then they are superficial.
Also the subject-verb agreement is taken care of (if three major networks all broadcast...)

However, I read an interesting remark on Manhattan GMAT forum that says that although C is not wrong, it changes the meaning.
Hence E is a safer bet.
