modifier required
E and D remain
in E
"per capita and per person" Redundant
hence D

IMO D

B, C, E - out - Because the comparison is between drop in per capita consumpetion of cigarttes in california and that of the the nation as a whole.
A - improper comparision

D baby in first pass you can narrow to c d and e.
In Second pass D stands out.

annual and per capita - redundant. Eliminate B, C and E

A is out because of the wrong comparison. We need 'that' after 'as great as'. Also because of the comparison error A changes the meaning.

D is correct
