We need "neither/nor" here, so we can eliminate B and E.

A doesn't use parallel form: a product neither (of traditional African-American culture) nor (a native son of Africa). "A product" should fit with both halves of the construction.

C is also not parallel: neither (a product...) nor (being...)

D works: neither (a product...) nor (a native son...)
