A isn't really a great answer, but it is the BEST of the options, which makes it the correct answer. I mean, I just feel like "more than" sounds... unprofessional, almost.

Does that really make it a bad question? I ran into a lot of SC questions in my GMATPrep software that I felt that way about. I don't find it to be flawed test-writing. I also ran into several questions on the English Literature MFAT test that none of the answers were correct, but one was clearly more correct than the rest.

Actually, I feel like this sentence's biggest flaw isn't even addressed: that it is unclear whether "population" refers to the human population of a Western European country or the cat/dog population.
