Rephrasing the question in number properties makes it remarkably simple sometimes. Now,
we need to find if
|x-2| + 9 < y - 8
=> |x-2| < y -17
Since |x-2| >=0, the question rephrases to, Is 0 < y- 17 or Is y>17
So we need to find whether y>17.
Now it's easy.

1) x>7. It doesn't talk about y. Insufficient.
2) y<13. So y is not greater than 17. Sufficient.

Hence B :)
