The comparison here is b/w class room and not the cost of classroom .

Hence C , D and E cna be ELIMINATED

Now we are left with A and B

A compares costs of small classroom with regular sized classrooms . which is wrong . Hence ELIMINATE

Left with B

Hence i'd go with B
