IMO E.
But need to check the usage of 'consider .. as'
First take: 640 (50M, 27V) - RC needs 300% improvement

IMO D

because

A) "their" and "it" are illogical, as "their" can refer to any one of "leaders", "researchers" or "questions", and "it" has not clear antecedent;

B) "considering" is problem here! it creates sentence fragment;

C) "have considered" is incorrect verb form as "mandate" requires subjunctive;

E) as in A, B, C, in E "their" is a problematic use. As a subject of a sentence, infinitive can be used only to maintain a parallelism: to sit on the GMAT exam without preparation is to go shopping without money.

D) one can use a gerund as a subject of a sentence cause a gerund can be a noun!

Confused with the pronoun reference of "Their" and therefore confused with D ane E. I would mark D and move ahead.
