To restore fishing grounds damaged by pollution, marine engineers can create an artificial reef by towing old barges to an offshore location and sinking to the sandy bottom.

A) and sinking
B) and sinking them
C) and sinking it
D) where it sinks
E) having sunk them

The OA is B.

I agree the correct option is B. But, why the option C is wrong?

With answer choice C, we get: To restore fishing grounds damaged by pollution, marine engineers can create an artificial reef by towing old BARGES to an offshore location and sinking IT to the sandy bottom.

Here, we have the singular pronoun IT representing the plural noun BARGES.
So, C is incorrect.
