We've time period already in the sentence so use of "when" is not correct here. hence from A and B, B is correct one.

Hi,

I guess the mistake in the original sentence is that it says -> Tom Bradely 'was' and then followed by ....'had transformed' which basically means that the transformation happened before tom bradely was the mayor, which is not correct. The option 2 corrects this by the use of simple past 'was' .
