Congress is debating a bill requiring certain employers provide workers with unpaid leave so as to care for sick or newbom children.
(A) provide workers with unpaid leave so as to
(B) to provide workers with unpaid leave so as to
(C) provide workers with unpaid leave in order that they
(D) to provide workers with unpaid leave so that they can
(E) provide workers with unpaid leave and

What is the problem in B beside the issue of "so as to"?

Why is so as to wrong in B?

Why is so as to wrong in B?
Well, other than so as to, nothing is wrong with (B).

"as.....and so...." are not used properly in (B).

It should be "As X, So Y." Not the way they are being used in this sentence.

There are 2 probles with B

1. 'so as' is incorrect.
The correct Idoom is :
so X as to Y.

This is simple error.

2. ok, even if we use 'so X as to Y' then also B will be incorrect.

e.g.

[1] I provide 5 leaves to David so as to care for his wife.
[2] I provide 5 leaves to David so that he can care for his wife.

Now see what is the difference here

1 -> the subject is I [ i.e. I can care of his wife ]
2 -> the subject is David [ i.e. David can care of his wife ]

" Just as X so to Y is the correct Idiom", Therefore B is incorrect answer.
I am confused with " They" use in choice "D", however convience with this as a best choice. Please explain how to identify that " They" refers to employers or workers.
expert please explain.

gmat_perfect - don't follow just rules, understand the meaning of the sentence. B changes the meaning here, and it is not clear who is going to take care employer or employee?

D sticks with the meaning and 'they' in D clearly refers to 'employees'. Therefore, D is correct here.
