Here the Stimulus says that Normally even when the stores loose business they rebound back. But not this time with the set up of Savemart because......

Now the answer choice has to explain a reason why the store possibly cannot bounce back.
Your choice E talk about SaveMart's business plan and gives no reason why the already existing stores in the town will not be able to bounce back.

Choice A clearly gives a reason why it would be impossible for the stores to come back from their losses. Usually when they go out of business, then the major stores bring back customers to the town and this usually gives the other stores life. But if this SaveMart is going to put the main stores out of business then all the other will not be able to bounce back.
