The recent spate of traffic jams on Beijing-Tibet highway reportedly caused by a spurt in traffic by heavy trucks carrying coal and heading to Beijing as part of the illegal trade in coal that has flourished due to lack of government control enroute as well as by the delayed response of the maintenance agencies to undertake timely repairs to the roads damaged in the recent incessant rains

IMO C.

X - heavy trucks ... control enroute
Y - the delayed ... rains

A - The recent spate caused by a reportedly spurt in traffic by X as well as by Y - verb missing
B - The recent spate reportedly was caused by a spurt in traffic by X along with Y - X along with Y - wrong usage - comma missing.
C - The recent spate reportedly was caused by a spurt in traffic by X as well as by Y - fine
D - A spurt in traffic by X as well as by Y have caused the recent spate - SV error and passive
E - passive and totally awkward.
Getting defeated is just a temporary notion, giving it up is what makes it permanent.
