I don't know if you saw the author's subsequent posts or not but he/she asserts that D is OA which i completely disagree with.

D is clearly wrong (i'd be willing to give up my GMAT for this :) )...TB is an airborne disease, human contact doesn't matter, stating that doesn't even help. Agree that the readers are not suppose to know that but when specified you have to account for other logically causes for a disease.

i don't buy your argument. By referencing Z, we are trying to say that the vicinity to a country is not a factor and that there are local factors in play.

Thx Jatinder, this actually strengthen by belief that D is indeed wrong. I was actually thinking that a faulty reasoning w.r.t. D would be rationalized the way it has been in the MGMAT post.

Link talks about causes of TB and human contact (any form) is one of the reasons. Once again, one is not required to know that but it is hard for me to believe that an official question contains misleading information. I'd like to think that the option was put in as a trap.

Anyways, argument made, don't want to discuss this further. If D is indeed correct than i'll most certainly get questions such as this wrong in the exam.
