Modifier confusion

crests and troughs thatremain stationary although the air that forms them is moving rapidly

could someone help me understand the structure of this sentence.
a) What is each of the that modifier modifying?
b) Where does the modifier that starts from that clause in each case end ?
b) what is the verb in the two clauses being compared by although ?

The first that modifies crests and troughs. The second one modifies the air.
b) Where does the modifier that starts from that clause in each case end ?
This is a good doubt.

First that - crests and troughs that remain stationary.

Second that - although the air that forms them is moving rapidly - I am not very sure about this and is most probably wrong since the 'them' in this clause is referring back to the crests and troughs so it should modify this whole clause which you posted as in

crests and troughs that remain stationary although the air that forms them is moving rapidly
b) what is the verb in the two clauses being compared by although ?
remain and is moving
Getting defeated is just a temporary notion, giving it up is what makes it permanent.
