New items developed for automobiles in the 1997 model year included a safer air bag, which, unlike previous air bags, eliminated the possibility that a burst of smoke would appear when the bag inflated, and making an already terrified passenger think the car was on fire.

A. inflated, and making

The bags are not inflated to make the passenger terrify.

Smoke would appear when the bag inflated and make the passenger terrify.

The Iceman is correct that choice D uses the correct parallel structure with "would appear and... make."

To expand upon what Chitturi is saying about E, though... when the infinitive is used after a verb (or participle), as in "inflated to make," it implies intention. So this phrase essentially means "inflated in order to make." The smoke is not appearing in order to terrify people, so we can't use the infinitive in this context.

Thanks Ceilidh, Can we always replace 'to' with 'in order to' to check the intended meaning?
