If the proportion of the other waste is reduced, then the percentage of plastic will definitely increase, even if the amount of plastic is remained constant. So we cant conclude that use of plastic is increasing..
wats the OA?

By introducing an alternate causes we can weaken the argument.
Argument is that attempt to reduce disposal of plastics by people is not working.
What if plastics are diverted to landfills instead of incinerators ???
This is an alternate cause which splits the authors argument that the plan is
working fine, but the observation is due to another cause.
IMO A

At BTG, experts come only when there is a hot discussion going on with arguments flying left and right..
Why should they be concerned after all ? They all have 760+ scores....
We have a practise to place answers in a spoiler....
Its rather good to find the answers in the original post rather than scrolling 2 pages to get one.
Do you agree ?
And I am sure you ll find lots of good question posted by others which may be beneficial to you also.

D can weaken the answer for sure... But we are looking for a devastating answer choice which really splits apart the argument.
Then the author would have rather complained that he is getting more waste than ever. Not that
attempt to reduce plastic usage is failing...

The ans should be 'D'.
Reason:
'A' cant be the answer because the question stem states that "Waste management companies , Which collect waste for disposal in landfills and incineration plants, report that disposable plastic makes ever increasing percentage of the wate". So as per A if they relocate wate from one category to other(from incineration to landfill) with in the same comapny it does not mean that proportion increased coz its still the same amount of plastic and hence same proportion.
'D' here correctly states that "paper,glass and metal are being moved to recycling which is not performed by the WMCs.Hence this explains why the plastic percentage is increasing in the waste that WMCs handle.This weakens the argument given.
