Please explain why E is incorrect.

The problem is that the phrase "and in some parts even faster than" needs to be offset by commas. That way, it acts as a modifier that can be completely removed from the sentence. In the correct answer, when the phrase is removed, what's left behind is a complete thought: "almost as fast as those did outside the pinelands."

In the incorrect answer the phrase "as fast as" is never completed, creating a fragment.
