The answer is A

We need to find if x/y is an integer or not??

(1) 3y^2+7y=x , substitute this value in x/y we get, 3y^2+7y/y or y(3y+7)/y and this will result only in an integer as y gets cancelled on the numerator and the denominator!! SUFFICIENT.

(2) says nothing about y so INSUFFICIENT.
