Since the domain of the plane includes some negative numbers (Note the arrow on x axis is not extended in both directions), the line must pass through the 2nd quadrant. Over the entire cartesian plane any negatively sloped line must pass through the 2nd quadrant. So I answers the question.
II does not. A line with a negative y intercept could be negatively sloped or could have a slope of 0, ie be a horizontal line.
y= -x -6 is negatively sloped and has a y intercept of -6
y = -6 has y intercept -6 and slope 0. You can't answer the question.
