I think A is correct.

Generally, "numbers of" is wrong in GMAT. You can use either "A number of" or "The number of".

"A number of X" is plural and must take a plural verb, whereas "The number of X" is singular and must take a singular verb.

Option E says: "from slightly less than 10,000 up to 58,000"

slightly less than 10,000 is matching.
But,
more than 58,000 is nto matching. E says up to 58000 only.

it means E is grammatically correct but it changes the meaning hence incorrect
