Prior to 1975, commercial banks could offer more varied account services than thrift institutions, albeit to a limited segment of the population.

IMO "b".

More X than Y. X and Y should be parallel.

I am rejecting "e" is due to "ing" form of varying. Moreover IMO it would have been better if "could" would have been before varying...to create parallelism with "services".

"varied" modify "sevices" or "acount"

b is corect because it dose not chang the maning of original sentence

but I am not sure of it

IMO "varied" is modifying the combined "account services".

Except for Ron comments about "could"...i.e. if we ignore could issue.....

Which one is preferable here... "varying services" or "varied services"...

Can services be varying ? IMO services should be varied.....
