Regard or Consider

Many scholars regard the pre-Hispanic civilizations of Peru as the most impressive in South America.
(A) regard the pre-Hispanic civilizations of Peru as
(B) regard the pre-Hispanic civilizations of Peru to be
(C) regard the pre-Hispanic civilizations of Peru to have been
(D) consider that the pre-Hispanic civilizations of Peru are
(E) consider the pre-Hispanic civilizations of Peru as

Which one is better "regard" or "consider" and why.

Is the answr B beacuse of "to be"?

OA is A and I picked E.
Just want someone to explain why A is better than E

The correct idiom is:

regarded as..The sentence as given is fine.

If you want to use 'consider' it is used in the form 'consider X Y'. For example, you may say, John is considered an expert in the subject. Note that consider is not followed by 'to be'.

Corrrect - idiomatically, consider doesn't get followed by anything.

So, we could say "regarded.. as... the most impressive"

or "considered... the most impressive".

Hi Stuart,
Would you please help me clarify the confusion I am having with consider + (to be)
Cambridge dictionary posts the following definition of consider on its website (https://dictionary.cambridge.org/diction ... consider_4)
[T often + object + (to be) + noun or adjective] to believe someone or something to be, or think of them as
He is currently considered (to be) the best British athlete.

This shows that having (to be) consider is optional, not incorrect. Would you please clarify?

unlike consider, regard can't be followed by (to be) as Cambridge demonstrates:

This is correct : Regard X as Y
(B) regard the pre-Hispanic civilizations of Peru to be
Incorrect :: Regard X to be Y I think is unidiomatic
(C) regard the pre-Hispanic civilizations of Peru to have been
Incorrect :: incorrect tense, it is a fact should be in simple present tense
(D) consider that the pre-Hispanic civilizations of Peru are
Incorrect :: Correct idiom is Consider X, Y
(E) consider the pre-Hispanic civilizations of Peru as
Incorrect :: Correct idiom is Consider X, Y

Well, B,C and E can easily be eliminated.
A seems perfect here though......but what is the issue with D
can't "consider" be followed by "that"......I read few articles in NY Times where I saw such structure
