(A) lower than in
(B) lower than that of
(C) and lower than that of
(D) which is lower than in
(E) which is lower than it is in

But what is better.... lower than or lesser than.
IMO annual per capita income is uncountable just like money is an uncountable noun.
Both are measured in terms of dollars(or some currency)
Kindly advise.
