"rose" is a verb, so "did" is correct and not "were".

costs - plural ==> "they" is correct and not "it"(B ruled out)

i believe it should be A.

'lower' would be incorrect here as the rate rose by 2.8 %. lower incorrectly indicates the rate to be 2.8% or lower.

I would always prefer "less than" when numbers are being compared.

Also lower is usually used for ranks
