"However, unlike Washington, D.C., which is governed directly by federal law, the challenge to Chicago's gun ban comes to the Court under the Constitution's 14th Amendment, which protects fundamental rights against infringement by the states."

This sentence was from an editorial in today's Wall Street Journal (3/2/10). I wonder if there is a parallelism issue here, because Washington D.C. is being compared to a challenge, not Chicago. They are both nouns, so I suppose that is a good thing.

I see a comparison error over here. How can washington be compared with a gun ban??
