Q. There is a great deal of geographical variation in the frequency of many surgical procedures—up to tenfold variation per hundred thousand between different areas in the numbers of hysterectomies, prostatectomies, and tonsillectomies.
To support a conclusion that much of the variation is due to unnecessary surgical procedures, it would be most important to establish which of the following?
(A) A local board of review at each hospital examines the records of every operation to determine whether the surgical procedure was necessary.
(B) The variation is unrelated to factors (other than the surgical procedures themselves) that influence the incidence of diseases for which surgery might be considered.
(C) There are several categories of surgical procedure (other than hysterectomies, prostatectomies, and tonsillectomies) that are often performed unnecessarily.
(D) For certain surgical procedures, it is difficult to determine after the operation whether the procedures were necessary or whether alternative treatment would have succeeded.
(E) With respect to how often they are performed unnecessarily, hysterectomies, prostatectomies, and tonsillectomies are representative of surgical procedures in general.

OA is
(B)
. Could someone explain please?

Thanks,
Rohit.

Questions asks to find an answer that supports unecessary surgical procedure as the reason for the # of surgeries. Or find an answer that eliminates other possible reasons.

(A) A local board of review at each hospital examines the records of every operation to determine whether the surgical procedure was necessary. - neither supports unecessary surgical procedures nor eliminates other factors
(B) The variation is unrelated to factors (other than the surgical procedures themselves) that influence the incidence of diseases for which surgery might be considered. - eliminates other factors. possible answer
(C) There are several categories of surgical procedure (other than hysterectomies, prostatectomies, and tonsillectomies) that are often performed unnecessarily. - supports unecessary surgical procedures but states examples outside the scope of the argument
(D) For certain surgical procedures, it is difficult to determine after the operation whether the procedures were necessary or whether alternative treatment would have succeeded. - addresses post-analysis, does not support nor eliminate
(E) With respect to how often they are performed unnecessarily, hysterectomies, prostatectomies, and tonsillectomies are representative of surgical procedures in general. - possible answer but very weakly supported. With this answer its also possible to conclude that unecessary surgical procedures on h, p and t are very rarely performed and are representative of other procedures

Therefore, Ans B

We need to pick the answer that may help us conclud that "variation in the number of procedures is due to unnecessary surgical procedures".

To conclude this we should be able to tell that variations are only due to unnecessary surgical procedures and not due to any other factors. That is what (B) says.

In my opinion B is the most logical one
