the company made an announcement that it will purchase... it's a future tense and hence the result will also be in future and hence correct option should have will as a verb. Eliminate B,C & D
Between A n E, E sounds better
Also, in A it seems that 950 million is part of a deal whereas in actual, "purchase the color.... million" is a part of a deal and hence as

in A "which" modify the wrong word...
E is the correct answer
