Is the level of the Gmat Focus Quantitative Diagnostic Tool comparable to that of the real Gmat Quant section?

I score a 27 on the quant section of MGAT CAT test but a 39-47 on Gmat Focus.
This is a huge gap and I am wondering how this could be?
