why not E?
IMO A. B is clearly out because of "where", C is out because of "to", E is also out for the same reason as C.. D is out because, "you can not package a product inside the box". Moreover, "find a replacement" is singular. So ,it should be "the box" and not "boxes". From this aspect also, D is out.

Pls post the OA.

why not E?
E is not the correct option because a complete clause should follow after "in which"

But "to package their product" does not have subject as in option A and E.

"Remember: If “where” or “in which” is to be used in a sentence, then you must be sure to use a complete stand alone sentence following “where” or “in which”."
