Many environmentalists believe that the widespread planting of trees, along with the conversation of existing forests, would be one of the surest, easiest and least expensive ways to begin to halt or even to reverse the buildup of carbon dioixde in the air.

The issues:

1. "One of the NOUNS" is correct. --> Eliminate D and E.

2. "Way to do something" is more fluid than "way that do".

Example:
The principal way to solve the problem is to make a good formula.

--> Eliminate C.

3. Most sure, easy, and least are not parallel in degrees. All of them should be in superlative degree. --Eliminate B.

Answer is A.

Yes it is A but I am doubting A too

one of the easiest way or is it ways?

superlative is unique in number. How can there be many superlative ways?
