The applicant pool from which you are applying is very large: Indian male engineering background with sub-700 on GMAT. Having said that, you definitely have a shot at a top 50 school if you differentiate yourself. What jumps out to me the most about your profile is your leadership experience. Many applicants from your pool have technical backgrounds but have not managed people. The fact that you lead an operation with over 1000 employees is indeed unique and should be highlighted. The key for you will be standing out from the crowd, so in everything you communicate to the committees, ask yourself how it's better or different from the next applicant with a similar history. Your GMAT score is good, and your work experience is great. One thing to be careful about is that second degree. Many MBA schools will not accept anyone with a Master's in business, as it is sometimes viewed as a similar degree. Make sure you get a clear answer on this from the admissions office before you waste your time with a specific school. At the very least, make sure you cast that graduate degree as very different from an MBA.
