I was debating between A and E as well.

I think E is a bit wordy in stating "has made".....

I would go with A.

The reason B is wrong is because Statement B is redundant in meaning. It tends to mean that the consumers and businesses make the long distance calls by the fed. commission's rate cuts. The calls are not made by using the rate cuts.

in A it seems like "that" (after businesses) is incorrectly modifying consumers. "who" should be used for people so IMO E
