Any real estate professional will tell you that the value of a parcel of a land is most directly affected by the extent of its development and how close it is to a major business,

A)

B)whether it has been developed extensively

C) How extensively it has developed

D) the extent to which it has developed

E) How extensively it has been developed

E sounds best. Firstly looked for a parallel with "how close". And "it" refers to the parcel of a land...

C has an it and also is parallel with a how

The parcel of a land can't develop itself. It should be developed (passive voice).

Right on.

I fell for the general real estate verbatim. We keep saying that this area has developed very fast in the last few years. Here its actually parcel of a land and it needs some one to act on it.
