Answer choices:

A) one person in the United States should experience a coronary event every 26 seconds

According to researchers, what SHOULD happen every 26 seconds?

C conveys a nonsensical meaning: an EVENT cannot STRIKE someone.

Am I right to say that E is incorrect because "should" implies moral obligation ? The same questions is on gmatclub, but there Answer choice E is marked as the correct one.

Yes, the usage of should seems to imply that a person is OBLIGATED to experience a coronary event.
The same questions is on gmatclub, but there Answer choice E is marked as the correct one.
Any post that identifies E as the OA is incorrect.
The correct answer is D.
