imo its the comparision between countries not farmers and not rains which is reflected in E only.

in united states farmers depends on .....
but in sri lanka farmers depends on....... combining these two gives E

The first thing I saw was a 3:2 split (not completely)
(A) Unlike the United States, where farmers can usually depend on rain or snow all year long, the rains in most parts of Sri Lanka (comparison is not clear)
(B) Unlike the United States farmers, who can usually depend on rain or snow all year long, the rains in most parts of Sri Lanka (comparison is not clear)

The comparison should be between the conditions at the two places.

Even I had the same question, but what I understood is,
In (all parts of) the United states... but in most parts of Sri Lanka......
Though we just mention US as a whole we mean all the parts/states/counties combined together.....
