1 rose = $2 and 12 roses = $19
Target question: how many roses did the florist sell?
Statement 1: The florist made $190
If all customers bought individual roses, then roses sold = 170/2 = 85.
But if all customers bought a dozen roses, then roses sold = 190/19 = 10
So, the answer is not definite, therefore, statement 1 is NOT SUFFICIENT.

Statement 2: The florist sold at least 95 roses
Total no. of roses sold by the florist could be any number between 95 and infinity. So, the answer is not definite; hence, statement 2 is NOT SUFFICIENT.

Combining both statements together
From statement 1: no of roses = 95 or 10
From statement 2: no of roses = 95 and above
All available information satisfies the question stem but does not provide a definite answer. Hence, both statements together are NOT SUFFICIENT. Therefore, option E is the correct answer.
