Public-access cable television was created in the 1970s as a means to derive public benefit from the laying of private television cables on public land.
a) from the laying of private television cables on public land.

guys help me with this, how to chose with special attention between A and B

Hello,

Look:
a) from the laying of private television cables on public land.
b) from laying private television cables on the public land.

The difference to me in the 2 is the meaning they are suggesting. B is referring to the benefit FROM LAYING - its suggesting that x will be the benefit AFTER laying cables. Whereas A is suggesting that cables have already been laid and X is the benefit we get from them.

Therefore A is the right answer.

"the" is a definite article in English that signals nouns. In the advance section of MGMAT, you will come across VAN, which is acronym used to make decision like this one.

By using verb, B is definitely more concise and straight forward than A.

E changes meaning with "by laying..."

B was wrong because "The public land" is not idiomatic, because there is no previous reference to a particular section of public land; the wording should be "public land." Incidentally, although the phrase "from laying private television cables" may sound preferable to the phrase "from THE laying OF private television cables" in the original sentence, there is actually no grammatical reason to prefer one or the other in this context; both are gerund phrases (in which an "ing" form is used as a noun).
For once I do not agree with MGMAT on why this question even exist. If B is wrong solely on the basis of the article in front of a noun and the staff mentions that this is something that will rarely be tested on GMAT, then I don't see the point of even constructing an error as such. We're told to practice VAN and nothing about articles, yet applying such strategy will obviously get the wrong answer on this question. So I don't understand why this question even exist.

honestly agree with you, solving this problem is lucky clicking
but may be one lesson from here
when not sure, chose original version,and nous are better that gerunds ...

Correct idiom is to derive X from Y
X = public benefit,which is a noun phrase
Y = the laying of private television cables is a noun phrase where as laying private television cables acts as a gerund. moreover,the public land is unidiomotic as pointed in 1 of the earlier threads
