This is a toughie. I think the easiest way to do this is to think of the numerator and the denominator as a difference of two squares. The numerator is:
(1001-999)(1001+999) = 4,000
And the denominator is:
(101-99)(101+99) = 400
4000/400 = 10

This is a general formula...
a^2 - b^2 = (a+b)(a-b)
just apply that..
a^2 - b^2 = (a+b)(a-b)
just apply that..
